• update frameworks (authority and cross-reference bib)
• update record.abs, bib1.att, ccl.properties
• update display code in authority results list
• update search code to utilize other index points
• implement 'grouping' of auth types
• utility to import auths and perform matching
• update bibliographic import to match auths and warn if no match

• deal with headings flips
• deal with headings merges and splits
• deal with cross references in OPAC display (assuming this isn't done already)
• handle subdivision authorities
