When staff is checking out an item to a customer that does not exist in the database, they need the ability to temporarily create a biblio and item, so that it can be checked out to the customer.
A template with just a few bib fields that allows a Circulation staff member the ability to add an item and a bib, even if they do not have access to the Cataloging module itself.
Template should have the ability to have certain default fields in order to allow for faster processing.
